Frank Singer

Frank J. Singer is a senior litigation counsel with the Natural Resources Section of the U.S. Department of Justice’s Environment and Natural Resources Division. There, his practice focuses on Fifth Amendment takings lawsuits and tribal trust lawsuits filed in the Court of Federal Claims. Frank is currently a member of the Board of Governors of the United States Court of Federal Claims’ Bar Association. Prior to joining the Justice Department, Frank was an associate in the Silicon Valley office of Pillsbury Winthrop Shaw Pittman, LLP. Frank clerked for the Honorable Garland E. Burrell, Jr. of United States District Court for the Eastern District of California. Frank received his law degree with great distinction from the University of the Pacific - McGeorge School of Law and an undergraduate degree in economics from Brigham Young University.
