Marshall J. Doke, Jr., is of counsel of the Dallas office of Foley & Lardner LLP. He was graduated with high honors from the Southern Methodist University School of Law where he was Editor in Chief of the Southwestern Law Journal.
Marshall Doke has been described as the “Nation’s top government contract lawyer” by Lawdragon, a leading lawyer-ranking publication, and was named to the publication’s Hall of Fame in leadership in 2015. He was described by another international lawyer-ranking publication, Chambers USA, as a “legend of the profession” and was named by Chambers as one of the “senior statesmen” of the government contracts bar. He is also listed in Texas Super Lawyers. Mr. Doke has testified as a government contracts expert before committees of both the U.S. Senate and House of Representatives.
In 2005, Mr. Doke was appointed by the Administrator of the OMB’s Office of Federal Procurement Policy to the Acquisition Advisory Panel composed of recognized experts in government acquisition law and policy and charged with studying the federal procurement system and making recommendations for improvement (the Report is available on the Acquisition Advisory Panel’s website).
Mr. Doke is a past President of the U.S. Court of Federal Claims Bar Association, a former Chairman of the American Bar Association’s Section of Public Contract Law, served as the Section’s Delegate to the ABA House of Delegates for over thirty years, and is a past President of the Boards of Contract Appeals Bar Association. He previously served on the ABA’s Board of Governors, as Chairman of the ABA Audit Committee, as Co-Chairman of the ABA’s National Conference of Lawyers and Certified Public Accountants, and as Chairman of the ABA’s Conference of Section and Division Delegates. He also served on the Board of Governors of the Federal Circuit Bar Association and as President and Director of the American Bar Retirement Association.
