James Y. Boland, Bar Association Past President

James Boland is a partner in the Government Contracts Group at Venable LLP. His practice focuses on the avoidance and/or resolution of disputes, conflicts, and other adverse agency actions that may arise throughout the procurement lifecycle, from the pre-award stage to contract administration and post-contract audits and performance assessments. Mr. Boland regularly appears on behalf of clients before federal agencies, and briefs and argues cases at the administrative (Government Accountability Office, Armed Services and Civilian Boards of Contract Appeals, FAA Office of Dispute Resolution for Acquisition, SBA Office of Hearings and Appeals, and Defense Office of Hearings and Appeals), judicial (U.S. Court of Federal Claims), and appellate levels (U.S. Court of Appeals for the Federal Circuit). Mr. Boland is an active member of the Board of Governors for the Court of Federal Claims Bar Association and the Bid Protest Committee of the ABA's Section of Public Contract Law. Mr. Boland served as law clerk for Judge Eric Bruggink.
